FOSTER YOUTH - TITLE 1 NEGLECT/DELINQUENT

Program Overview:
Students are referred by school staff (i.e. teachers, vice principals, counselors, etc.) to Title 1 Neglect or Delinquent (N or D) for services. Parents and social workers are notified as to each student's eligibility for services through the Title 1 N or D program. Students who are below grade level in Math and/or Reading, and who are foster youth currently residing in group homes and/or foster family agency foster homes are deemed eligible for support services. A student in the Title 1 N or D program is assessed at the beginning of their support service and every three months to determine academic growth. If a student continues to remain below grade level in either Reading or Math the student will continue to receive services. Student grade point average, attendance and credit status are monitored on a three month basis after entering the program. Students who meet or exceed the program requirements are no longer eligible for services in Title 1 N or D (i.e. tutoring). Notification is sent to the school personnel, social services and parent/guardians. Program results are submitted annually to California Department of Education, Division of Research and Evaluation with specific notation in the areas of age, gender, racial and ethnic group, and all services provided to each student. The assessment results are compared throughout the school year as well as with previous years results to compare/contrast the program's successes. Adjustments/modifications are implemented as needed during the year.

Identified students are provided with tutors who assist with homework in the areas of reading and/or mathematics. The tutors work closely with the classroom teachers who provide feedback as to each individual's progress. Tutoring can take place either in the classroom, in the student's home or after school in extended day sessions.

The curriculum and instructional strategies for the Title 1 N or D program are modeled from the State of California curriculum framework for reading and mathematics. Students who meet the criteria for Title 1 N or D are referred for specific services. Students currently in Special Education programs are given instruction in life skills. Each student's IEP is strictly adhered to and communication with the student's special education teachers is maintained. Additional services (i.e. Student Study Teams/Regional Teams, etc.) are staffed by Title 1 N or D personnel for all foster youth who meet the criteria. Follow-up and crisis intervention services are provided on an as needed or referral basis. Staff members who provide instruction to students are required to be proficient in basic skills as indicated by their passing of a of a competency test if they are not certified teachers or credentialed employees. Staff members are encouraged to continue their learning and are provided with motivation and encouragement to do so. Additional training to Title 1 N or D staff to meet the changing needs of the student population is required on an annual basis. The training also focuses on reaching students who have special needs. Training for foster parents, group home staff, foster family agencies staff are also provided.

The Title 1 N or D program provides communication services between the program and parents/group home staff regarding students' progress in school. Additional communication takes place on an on-going basis with the parents/group home staff to discuss improvements and/or concerns regarding the students' achievement.
